III.          Joint Meeting                       North Kingstown/Jamestown School Committees for Tuition Discussion

(Appendices A1 and A2)

Jamestown School Committee is asking North Kingstown School Committee to consider an immediate change in the start date for the tuition year and the formation of a subcommittee to meet with Jamestown to continue discussion and revision of the tuition calculation procedure.

·         Bill Mudge feels that the School Committee does not have the legal authority to levy funds.  Would like Town Council or Town Solicitor’s opinion of the matter.

·         Dr. Halley:  Issue is contract; not amounts.

·         Don DeFedele questioned if School Committee changed the timing of the payments and there was a loss of revenue did the School Committee have the authority to do that because that would be a change in the contract.

·         Dr. Halley’s response was that the School Committees made the agreement and not the Town Council.  Bucky Brennan of the Jamestown School Committee read from the original contract that verified Dr. Halley’s statement.

Because further discussion was needed, this topic was moved to the December 4th Worksession on a motion made by Mike Northup/Carol Hueston 4/0 vote.

At 8:00 pm, a two-minute break was taken. 5142 cc
